Making Topics Fast but anyways Problem with Subtiles

Is there a way to stop the sub tiles from reverting back?  Everytime I try to change one they all just revert back even when you save it, and it's getting on my nerves.  Is it suppose to be limited to hose few tiles?  Or is it just being retarded for some reason...

What is reverting exactly? I modified a few tilesets and I didn't have particular problems.

I'm working in 1999 AD, that maybe the cause of the problem but who knows.  Anything i change the subtile to, once you save automatically reverts back to the way it was.  I don't know why it's doing this, but I remember changing a dome before and it worked but now it doesn't.  Anyway to fix this problem?  It would truly be appreciated.
