The Masamune only gets powered up in Choras because Frog's concious is cleared and his vow to get back at Magus is like fufilled in a way, or atleast Cyrus tells Frog his last wishes, to protect Leene etc. And so he can rest at peace.

It's more like the Masamune is powered up because Masa & Mune want to...I mean, sure, they're inspired by what Frog says, but Masa & Mune are more like, "Well, that was special, let's amp it up!"

Also, that quote doesn't prove that Cyrus was born or raised there. For all we know they call him their guardian angel because he helped them at some point in the past. I mean, that sounds like something Mr. Hero-Man Cyrus would do, yeah?
