Has anyone gotten the Nu Arcana to work?

Well, the subject says it all.  I've tried fighting a bunch of baddies with this thing equipped, even with one equipped on each member of my party.  But, I have never seen it do anything.  I have never noticed an opponent's life beginning at one or anything shnazzy like that.
