Does the 1999 map from CTDS suggests that the Fall of Guardia happens anyway?

Guardia Castle is gone. The ports of Truce is also no where to be found.
In this map, Porre looks more advanced than Guardia is.
Does this map suggests that the Fall of Guardia is gonna happen (though it probably survives) even without the interference from Dalton?

It could be possible, but there is little to suggest Guardia could fall without Dalton's interference, unless I'm mistaken. Either way, there is evidence to suggest Guardia as a Kingdom may not continue, considering that Marle's descendant by that period, the Arris Dome Director is, well, that instead of a prince.

In any case, the map may not be an 100% indication of the world anyway, considering Zenan Bridge isn't there, nor the bridge to the island where Lucca lived, so... who knows...
