This is the response from the security system outside the Frozen Flame chamber after the person accessing it is verified as the Arbiter.

Why do you think that is? Serge wasn't the Chrono Trigger just because he was the Arbiter. There were a lot of other circumstances that made him the Chrono Trigger.

Assuming FATE was the Arbiter before Serge, why would it be referred to as Chrono Trigger every time it accessed the Flame? Does it mean that the Arbiter of the Frozen Flame is automatically the Chrono Trigger?

Maybe it was Robo / the Prometheus Circuit addressing him?

It didn't seem like that was the Prometheus Circuit, just the standard verification message for entering the chamber.

Remember, though, that the DNA lock was in place because of the Prometheus Circuit. Before Serge became the arbiter, FATE probably didn't have to go through all that rigmarole when accessing the Flame.
