Retrieving old party members

I'm curious if you can re-recruit the party members (I.e Glenn, Guile etc.) prior the Fort Dragonian events. On my first game, I tried speaking to a former party member (as Serge right before Chronopolis) and she did not rejoin, yet I see screenshots of people using "Serge" acquired characters in places like Chronopolis and Terra Tower, and I was wondering how this is possible*.

*I read something that when you get the Chrono Cross on a new game +, you can bring back all your party members from the first file, but I was wondering if it's possible in any other way...

Never got that far, but it's worth a shot to say something.

No, they are not in my party menu. I think I would have seen them there had they been   .

You get your characters you ahd before Fort Dragonia back at a certain part in the game.... I won't spoil it though.

As for recruiting ALL party members you have saved on different slots, you can access them by using the Chrono Cross on the spot in the Hydra Marshes where you appeared with Sprigg and Harle.
