Admittedly I don't know the law in your country, but I would imagine that Japan's intellectual works would be protected in all seemly countries around the globe by international treaty. Here in the United States ROMS are always illegal, no matter what anyone tells you, unless you create the ROM image yourself, from an original version that you legitimately own, and limit it to your own private family use.
Obviously, these sorts of laws are tough to enforce, and many of us violate them freely. And while I'm not here to play the part of morality police, I would point out that ZeaLitY doesn't want the Compendium to be targeted by industry groups as a channel for illegal filesharing. So if you do want to find ROMs, don't turn to the Compendium for help, in public or in private.
