You need a client to run the torrents I useBit torrent. Just download that, install, and use it to read the torrent files. It will run similar to an download manager.

Be careful, depending on the content. If it's a Chrono Trigger or Chrono Cross ROM, nobody's going to care, but if it's Metal Gear Solid 4, "they" might be watching. I've heard that the MPAA (Motion Picture Association of America) and the major music companies are especially vigilant these days, though they mostly go after seeders who host oodles and oodles of brand-new copyrighted material.

Could be that your friend just didn't get the notice yet.  Depends how long they have had it and if the torrent file is tagged by 'the man'.  I got a notice for downloading Quickbooks Pro before when I lived in NY, a month or two after downloading it.
