Anyone have  idea what determines if an enemy can be seen via the sightscope?  particularly the enemy "Base"?

The Data Format part of the Offsets guide lists it as part of the enemy data.
Enemy   15   02   1   HP not visible with SightScope or Relic equipped   12/21/2006

Does this value correspond to one of the "unknowns" in chrono tweaker? 

Another thing with the "Base" enemy is nothing appears when I select him...not even his name......so maybe i'm heading in the wrong direction...

You need the setting Vehek posted along with the "Enemy name in target window on/off" setting in the offset guide (it's around 21xxxx)  IIRC, $00 allows the name to be displayed.  Add the enemy index to the start address of the 21xxxx data block to get the byte to modify.
