complicated.  There were alot more variables involved in how his plan would work out.  In fact, yahka XIII is given away due to the complexity of his plot, whereas Yahka I just had bad timing.

Where do we meet Yakra XIV? Yakra XIII is the Fake Chancellor in 1000 A.D., and Yakra I was the Fake Chancellor of 600 A.D. and the game's first boss.

Perhaps the reason's a little more practical than has been proposed so far in this topic (I mostly skimmed though)...Maybe, just maybe, Guardia does background checks on the people it hires into its employ...Seems like that'd make sense, anyways...

that could be it.  I don't think the impostors will do well on the urine/drug tests.
