You're right, there's a second command.  In room 10F Special Purpose Area (Event 169), at offset 019E.  Bitmath 7F01DF, 80, set.

The Special Purpose Area is used for events between events.  Usually, a textbox over a black background.  This is where the "Crono! Crono! Wake up, Crono!" intro is located.
