Disappearing Population!

    Ok, I've been a longtime lurker but I cannot find any intel on this problem and I hope it's not a glitch.  After rescuing Marbule and defeating the Black Dragon iwas hoping to acquire the master hammer for rainbow gear, however, both the Zelbess and Marbule are both totally vacant.  Do I have to slay the remaining dragons first or become Serge?

if i remember correctly, you need to wait until you're serge again before you can get the hammer

Yeah, quite sure you need to be Serge first.
