I'm pretty sure it's checking the lead character's level from a copied mem location.
Since 63 is 99 in hex, lvl.99 is called ** in CT, and Nu Spekkio appears at level **...
...Looks like it does appear there.

I have a question about the Translation Differences page.
Are you sure about this part?

Marle's line about "everyone's world" is not specific to New Game +, Vehek. Everytime I've ever taken Marle into that battle she says it, be it a new game, new game +, new game *, or what-have-you. It must be determined by something else...could be that she was always on Crono's left, or the second PC slot...I think...in my party whenever I went in there. Given that most dialogue is switched up given who is in which PC slot, that's the most likely variable.

That's from the game script.
There are two versions of the line.
She says the second one if a variable is set and that variable is the same as the one that causes the Telepod dot to appear in a New Game+ game. And it looks like another condition for the variant is that Crono is the party leader.

Huh, I've never seen that dialogue about her mentioning Leene & Doan before...but then again, I hardly ever bring her along anywhere...though I thought I had tried every combination back in the day...*shrugs*
