While you're quiet right in saying that SE might consider this more if they saw the amount of work you must take one thing in mind-This is an American webpage, and games need to work in Japan before they work here-which is main reason SE isn't releasing CC. CC was a big flop in Japan, with the sales being lower than they anticipated-Now, in the US the sales had surpassed what Square had anticipated at the time. Now, that's probably because they set a low, but yeah.
As for the main topic-I think they HAVE seen it. Square has proven it does seek out sites and such regarding their projects-The Cease and Desist orders sent to the two biggest fan projects were evidence of it. I think they have also seen this page, but have never really payed it much heed, or rather, simply saw it as a fanpage and wrote it down on a list. Even if they do know how big this site is, I'm not sure they'd be excited-This happans with Final Fantasy and such on bigger scopes, with boards having 13 members at all hours of the day. Compared to these, the Compendium's community seems small.
Maybe SE has seen this site, maybe not. Regardless, though, I doubt this would sway their minds... At least not this site alone. They'll need solid proof a new Chrono game would give them big bucks. Otherwise, they ain't making a new game.
