...why wouldn't it be? What, game creators should all create games for nothing? That's not how society works. Humans need some form of compensation for any activity they perform, or at least on the whole they do. That's why communism doesn't work in large socities. (It can work on a much smaller leve, say a tiny town.) Besides, how would the game creators be able to afford to create these games anyway?
Are there plenty of free games out there? Sure. I can name one nice place with lots of RPGs produced by random people with a free, DOS based RPG construction engine. Are any of these games any good? A few, but on the whole most are not. You need quality people in order to produce quality games, and nine times out of ten, that takes money. There are exceptions, to be sure, such as Chrono Crisis, but those are exceptions, and rare ones at that.
