Evaluate NeoFio based on her character design, combat usefulness, and Tilt factor -- which can mean anything, from how much she strikes you as cool to how important she is to the plot.

Design: It's a flower child, all right. The perfect candidate to save the space-time continuum!

Combat: The only reason to use NeoFio is to take advantage of that sweet Double Tech. But that's hardly redeeming...

Tilt: There is a plant-based character with more flair, an interesting back story, and better combat usefulness. His name is Turnip; he is NeoFio done right. Or perhaps NeoFio is Turnip done wrong.

Design: In a weird way, her in-game sprite is kinda cutesy...  She looks so sad all the time.

Combat: Her techs annoyed me, so I never really used her.

Tilt: A plant based character is interesting in and of it self (a little), and then you have the little side-trip to obtain the Life Sparkle.  Her little speech about her perceived meaningless existence does endear me to her a little.  A little bit.  But she never should have been a PC.

Final Grade: D

Character Design: I've always liked hippies. They have their heart in the right place far more than anyone on the opposing extreme, even if they're also blindingly wrong about a lot of things, so the character design of NeoFio speaks to me just a wee bit.

But only just. Very well done though, the flower child look.

Combat Usefulness: I don't recall ever using her.

Tilt: You know, one plant character was fine, especially when Turnip had a much more interesting story. The second plant character is completely unnecessary, even as an NPC, let alone a PC. Cross's "Let's abandon all attempts at making a sensible party!" syndrome strikes again!

Final Grade: D.

Design: As mentioned, cute. Nice use of color.  The vines coming out of her sleeves in battle look very cool and give her a more dangerous look.

Battle: Useful for Hydra Marshes when going to save Kid because her tech hits all enemies (and the gnomes are weak to it) Low HP.  I don't remember her being that great later on.

Tilt: While Mojo may have had no solid connection to the plot, he had enough style and conviction (and a little side story) to earn him a B rank in my book.  NeoFio is sort of just there.  I certainly don't dislike her.  She's a cute and friendly anomaly.  But as far as playable characters go... I'm not sure she has what it takes.

Hm, I was thinking about giving her a D, but I've changed my mind.

Character Design - A cutesy freakish mutant. She belongs in the sewers with the other Morlocks (no offense to the Morlocks).

Combat Usefulness - Another character who uses gloves without actually having hands...Her Techs are kinda weird and seem like they belong to some enemy monster character. She does a Double Tech with Turnip called TossedSalad...>_>

Tilt Factor - So far, she's already in D territory...And she also has a stupid way of talking (no Fs, just PHs for some reason...). Otherwise another nothing character who not only shouldn't have been part of the party, but probably shouldn't have even been an NPC...

Final Grade - D

In honor of the Morlocks, their former leader, Storm...



...Because I couldn't find anyone who wanted to cosplay as Calisto or even Marrow...>_>

I can't really give much of a higher grade without any more knowledge of her. At least I know she has hardly any/no development.
