There are plenty of ideas already in existence that could work, such as the idea of the Lavosians being developed as a biological weapon gone out of control.
Building on this, maybe the race in question could be the Star Children of which Starky is an example. Fits in well with the fact that they are auditing planets, it could be an effort to clean up the mess they made when they accidentally released the lavoids.
