So they're probably there to show there were people around, and they died in such a manner that there were no graves. So either people who worked in the labs at the apocalypse, or travelers that didn't make it. As maggiekarp stated, it would seem that they are there for atmosphere, and let you know that people have died there. If memory serves me, didn't Ions come out of some of them?
