Ah, I didn't even know what Mega Man Battle & Chase was because it wasn't originally released in NA...it was only released as part of the Mega Man X Collection...I was wondering what those carts in Mega Man ZX were from...

I suppose that is so, Bulbasaur throws them at 100 miles per hour and Woodman goes about 2.

Woodman's isn't so much about throwing them as using them for defense (or, at least Mega using Woodman's ability). Bulbasaur can't put up a defense that impenetrable.
