I beat Lavos at the Ocean Palace and did not get New Game + for it. Which, I have to assume that because I did not get it there at that point in the game, it is impossible to get it before this point in the game, as well.

So much for that theory.
So only ones untested are before Crono revives, and before the Black Omen.

You do not get NG+ for beating Lavos without Crono, so maybe that's the deciding factor.

yeah, I think that the game flags the event where Crono comes back as the moment you're allowed to get new game+ by beating the game. It would make sense, because beating it before that point would mean that Crono was never saved

Try beating the Black Omen without reviving Crono, and see if that's what happens.

To clear up the confusion on my earlier post: it was meant to describe the actual Mammon M. battle, and not the Ocean Palace cutscene.
