In my opinion, Ozzie wasn't a father figure to Magus but he may have acted as a mentor (at least for a little bit). I mentioned that the two probably had mutual respect for each other (again, at least temporarily), but I think maggiekarp is right: Magus probably never respected Ozzie. In fact, I'm sure that once Magus realized what his plan was, Ozzie became just another pawn in his scheme; Magus appeased Ozzie to gain his trust, approval, and resources and then went onward with his mission. Ozzie was integral for Magus to wage the Mystic War and attain the resources he needed to achieve his goal, but that in no way means Ozzie was a father figure. These may just be my opinions, but either way I can't look at Magus and Ozzie's relationship as a father-and-son relationship. It's more reminiscent of a president or prime minister and his general.
And as far as the "town drunk" scenario goes, I don't think Magus respected Ozzie enough to emulate his leadership, nor do I think he even cared enough to bother raping. Magus just seemed to uninvolved in the War--yes, the Mystics idolized him, but did he ever actually fight? Ozzie did: Ozzie may have interrogated prisoners of war, Ozzie may have eaten, murdered, and tortured various people, and he may have even crossed the line into sexual transgression. Ozzie would have done all this while Magus simply stayed in the castle doing his summoning and whatnot. And that's because Magus wasn't as involved in the military as Ozzie was.
