The Breakwave Pt. is a name in the ROM's location data that does not actually correspond to a real place. It is commonly thought of as an alternate name of the Vortex Pt. In the Japanese ROM, it has the word that means (eatery / shop) affixed to it, meaning it might have been the name of one of the generic town cafés.
