Based on the presence of the "MDEC" strings, this might be the video playback code (the MDEC is a special image decompression chip found inside the PSX which is normally used only with video). An alternate theory is that this is the Fieldscript interpreter, with the video-playing code embedded in it because video playback is normally called from fieldscript.

In addition to the strings below, this file contains the string "Mojo", embedded in relative alphabet format, but this may just be a coincidence.

There are what appear to be pointer tables beginning at offsets 0x00140 (333 pointers) and 0x3E3B0 (390 pointers), one of which may have something to do with Elements.
