This accessory was either edited out of the game before release, or never integrated. It can be accessed through a savestate that begins the game with all items, through savestate hacking, or with Game Genie or similar codes.

Translation: Angel's whisper
Name Origin
A seraph is a kind of angel. As angels are associated with heaven and the otherworldly, it makes sense that this item would affect MP.
