What is the origin of the Northern Ruins?

Choras Seat of Power

The Northern Ruins were probably the seat of power for the government overseeing Choras and the lands surrounding the city. Since Choras identifies itself as a protectorate of the Kingdom of Guardia during the Mystic War, the government probably dissolved prior to 600 A.D. or was conquered by Guardia many years before. This theory is supported by the presence of thrones in the Prerelease version of the Northern Ruins, which were strangely removed for the final edition of the game. Additionally, the ruins were probably not ravaged in the Mystic War, since the residents of Choras seem to be calm and complacent. See Choras (Residents of) for other information.
