Can you put human Glenn in a rom hack and be able to play him?

So I got bored and I started changing Frog's sprites to his human form and some of them looked okay. I'm not even close to being done yet but I have a few decent ones:

Some of them arent so decent and most of them need to be fixed but theres like 2 i'm pleased with, anyway before I do the whole thing (considering I hardly have done any of it yet) I was wondering if it was possible to put it in a rom hack or something? if I change all of Frogs sprites to human Glenn's, is it possible someone could put it in a hack and have you play human Glenn? I'm not asking someone to do it,just if its possible because it'd be neat. Or if its already been done because if i'm getting serious about it I don't want to do all that work if its been done.

It should be possible through sprite assembly.

It's been tried before, but not completed.
