Bandeau is an enterprising individual who appears in Medina to build a ferry system to Truce. At one time, he might have been planned to be the Choras Carpenter, as it is noted in the Prerelease that "Bandor, the carpenter from Choras" was going to fix Zenan Bridge. At any rate, Bandeau and the carpenter are individuals in the final version.
